The Mandate Gap

Responsibility without a mandate

Walk into almost any enterprise and you find the language of customer experience everywhere: in the values statement, in the CEO's kickoff, on the journey maps on the wall. Then ask what the organization changed in the past two years because of its CX work. In most enterprises, the honest answer is very little.

The report calls this the Mandate Gap: the distance between the responsibility an organization gives customer experience and the mandate it grants to deliver on it.

Authority

A say in the work of other teams

A gate in the process, a vote in prioritization, an escalation path that leadership honors.

Budget

Resources of its own

People and money that belong to the practice, so they are not borrowed from projects.

Proof

A link to business results

An agreed measurement chain from operational improvements through customer perception to financial results.

A real mandate has these three parts. Remove one and the mandate collapses, and many CX functions operate with none of them.

What's inside

Six chapters, from diagnosis to a working practice

Thirty pages, grounded in peer-reviewed research, a survey of 203 CX managers and conversations with practitioners.

Four chapter openings of From Project to Practice

1

The Mandate Gap

Where the gap comes from, why it persists and what it costs.

2

From Project to Practice

The four stages and the Mandate Triangle.

3

The Architecture of a Practice

Governance, proof, data and capability.

4

Building the Practice

Prove, Fund, Scale: earning the mandate in steps, and the build sequence.

5

Making It Stick

The six forces that undo most attempts, and how to hold the line.

6

The Future of the Practice

What AI changes for CX practices and for CX projects.

The path

Four stages from project to practice

Most organizations start at stage 1, and most are still there. Stage 3 is where experience work reliably turns into action across the organization.

1

Project

Experience work happens when a sponsor starts it. The team is borrowed, the budget is one-off, the deliverable is a document.

2

Program

A named team, a recurring budget and a defined scope. Insight arrives on a schedule, and the rest of the organization uses it or not.

3

Practice

Findings enter the decision cadence through defined routes, with decision rights and an accepted proof mechanism.

4

Performance engine

Experience metrics sit next to financial metrics, and experience economics inform investment decisions.

The loop that earns the mandate

Prove

Take one bounded domain and show business impact with numbers the CFO accepts.

Fund

Turn the proof into the next piece of mandate: a budget line, a governance seat, a second team.

Scale

Apply the new mandate to a wider scope, which produces the next, larger proof.

Who it's for

For the people who carry customer experience

  • CX leaders and managers who own the customer experience, but not the budget or the decisions that shape it
  • Executives who sponsor customer experience and want it to pay back
  • Transformation and strategy leads who want CX to become part of how the business runs

The research

Four streams of evidence

  • The CX Maturity Study 2026: 203 CX managers in 20 countries, run by Loyalty Group in partnership with CXM Academy between February and April 2026
  • A review of recent peer-reviewed research on CX management, organizational design and executive incentives
  • A directional survey of CX practitioners by CXM Academy, June to October 2025
  • In-depth conversations with practitioners across our research programs
